EUR.1 Movement Certificate Process

While the A.TR certificate covers industrial goods in free circulation within the EU and Turkey, the EUR.1 Movement Certificate is used to claim preferential customs duty rates for goods traded between Turkey and countries with which it has Free Trade Agreements (FTAs), such as EFTA countries, the UK post-Brexit, and North African nations.

The EUR.1 certificate proves the "originating status" of the goods. This means the products must be wholly obtained or sufficiently processed in the exporting country according to strict rules of origin parameter lists.

Unlike A.TR, EUR.1 is strictly tied to the direct origin of the materials used in manufacturing. If raw materials were imported from a non-treaty country without sufficient local processing in Turkey, the goods might not qualify for an EUR.1 certificate.
