A customs document that allows industrial goods to move freely between Turkey and the European Union without paying customs duties.
The A.TR Movement Certificate is a highly specific and critical document stemming from the Customs Union agreement between the European Union and Turkey. Unlike a Certificate of Origin (which proves where a good was manufactured), the A.TR certificate proves that a good is in "free circulation" either in the EU or Turkey. This means that if an industrial product was legally imported into Turkey from China and customs duties were paid in Turkey, an A.TR certificate can be issued to re-export this product to Germany with zero additional customs duties in Germany. Note that A.TR applies only to industrial goods and processed agricultural products; raw agricultural goods and basic steel products use the EUR.1 certificate instead.
