CMR stands for Convention relative au contrat de transport international de Marchandises par Route (Convention on the Contract for the International Carriage of Goods by Road). The CMR waybill is the legal transport document that governs road freight between countries that are signatories to the convention (most of Europe, Turkey, Russia, Central Asia). It serves as proof of the transport contract and receipt of goods. Unlike the ocean Bill of Lading, the CMR is NOT a document of title — meaning it cannot be used to transfer ownership of the goods.
